Signing of the Japan-Finland Working Holiday Agreement

1. On May 11th, in Tokyo, Agreement Between the Government of Japan and the Government of the Republic of Finland Regarding a Working Holiday Scheme (English (PDF) / Finnish (PDF) / Japanese (PDF)) was signed by H.E. Mr. FUJIMURA Kazuhiro, Ambassador of Japan to the Republic of Finland, and H.E. Mr. Pekka Orpana, Ambassador of the Republic of Finland to Japan, in the presence of H.E. Mr. KISHIDA Fumio, Prime Minister of Japan and H.E. Ms. Sanna Marin, Prime Minister of the Republic of Finland.
2. This Agreement establishes the legal framework to permit nationals of the other country who possess valid visas/residence permits as participants of the working holiday program to stay for a period of one year to engage in employment as an incidental activity of their holiday for the purpose of supplementing their travel funds.
3. The Government of Japan and the Government of the Republic of Finland will notify each other, in writing, that its internal procedures necessary for the entry into force of this Agreement have been completed, and the Agreement will enter into force on the 30th day after the date of receipt of the latter notification.
4. This Agreement is expected to promote youth exchanges and mutual understanding, and to further deepen the friendly relationship between Japan and Finland.

(1) A working holiday program is a scheme that is intended to offer young people from partner countries and regions an opportunity to learn about other cultures and ways of life, and promote mutual understanding. It allows young people from partner countries and regions who wish to enter a country on holiday to engage in employment as an incidental activity to supplement their funds for travel and living costs.
(2) Finland is the 28th country or region with which Japan has established a working holiday program. In Nordic countries, Finland has established a working holiday program after Denmark, Norway, Iceland and Sweden.
