Consul letter for persons who have difficulty to enter Japan due to the positive PCR test result

The Embassy can issue consul letters to persons who have difficulty to enter Japan due to the positive PCR test result, although they have recovered from COVID-19. Please send an email to the Consular Section (consular<at>hk.mofa.go.jp) and attach clear copies of documents listed below.
▷Japanese nationals
▷A child or spouse of a Japanese national or a permanent residence
▷Foreign nationals who has the Re-entry Permit or the Special Re-entry Permit issued by Immigration Service Agency of Japan
1．Passport
2．Flight information (within 2 weeks after the end of self-isolation recommended by THL)
3．First Positive Result
4. Certificate of Recovery (You should consult a doctor after 5 days self-isolation based on the THL recommendation.)
5. Positive Result conducted after the date of recovery or same date of recovery (Only limited to samples and test methods approved by Ministry of Health, Labor and Welfare of Japan https://www.mhlw.go.jp/stf/seisakunitsuite/bunya/0000121431_00248.html)
Applicants are required to apply by Email and not to come to the embassy.
After confirming the abovementioned documents, the consul will issue the Consul letter describing applicants have difficulty to get negative result although they recover from COVID-19. This letter will be sent by email.

2 days (excluding application day)
▷The embassy notify the information of the issued consul letter to Japan Airlines and Finnair. After issue of the letter, your flight schedule cannot be changed.
▷Before booking a new flight, you must take the self-isolation period and the processing time to issue the Consul letter into consideration. We cannot expedite to issue the letter to suit your flight.
▷If you will transfer at a third country on the way to Japan, you are required to confirm the airlines whether you can take the flight heading to Japan or not by yourself.
